A nice dilemma :-)

In Scotland, the police cannot force an owner to hand over 10% of money to the finder, but a judge can. I always made that suggestion to the owner when people handed in found property.

Interestingly, science says if you keep a photo of a baby in your wallet it is more likely to be handed in.
