I'm sure it's 2 minutes. I'm guessing the second has to be about positioning and symmetry. So a coin placed in the centre would mean it would leave the rest to be symmetrical, thus go first and place it in the centre. But I'm conflicted. Spacing could matter, in which case you'd probably still want to go first. Toughie.
