Yes, they are very much interchangeable. You will see the same examples used for both, depending on where you look.

I see synecdoche as an extreme form of metonymy. It's not like comparing apples and pears, it's more like comparing two varieties of apples, where synecdoche is the sour one that draws your cheeks together.
