You are right, of course. I had 'most' in until the 4th edit. I took it out for three reasons.

1. I am writing about the economy of words.

2. 'Most' is woolly. Like 'perhaps,' 'maybe,' and 'I think.' These make your writing less positive, less authoritative, and easier to contest.

3. Having a solid opinion can ignite reactions - and isn't that what we want? To make people feel something.

To be more accurate, I should have said,

"All politicians are verbose. They use too many words most of the time and there are few exceptions."

Even JFK and Abe had many more examples of saying too much than the two examples you cite.

I rest my case, m'lord ;-)
